What is the position?

Assist our client as a Business Process Analyst in their Reimbursable Management Division, gain knowledge and expertise in interactivity between their systems and many other Federal financial systems.

What will I get to do?

  • Review and execute Inter-agency Reimbursable Work Agreements (IRWAs).

  • Assist personnel in program offices under the Deputy Commandant for Operations (DCO), and Deputy Commandant for Mission Support (DCMS), office at USCG HQ.

  • Negotiate/mediate with those programs’ counterpart trading partners at the agencies/departments with whom USCG is to do business.

  • Guide programs, preview, review and process their work;

  • Perform quality assurance for accuracy and legal sufficiency.

  • Guide and review work in the creation of the legal agreements [i.e., General Terms and Conditions (GT&C)], for submission to the USCG Legal Office for their final approval.

  • Route approved agreements for execution among stakeholders.

  • Guide personnel in the recording of USCG GT&Cs with other agencies/departments in the US Treasury Department’s G-Invoicing platform.

  • Guide USCG program personnel in their Determination and Finding (D&F) process.

  • Guide the programs’ personnel in their preparation, and review, of the funding documents (i.e., FS 7600B and MIPR/DD-448 forms) to be executed under the respective GT&Cs.

  • Perform forensic accounting research and reconciliation pertaining to unsettled transactions.

  • Respond to spot audits, and to forensic accounting reconciliation requests.

  • Write, design and produce computer-based training guides and tools; compose in PowerPoint and Word, and publish in Adobe Acrobat.

  • Provide training on all things related to IRWAs.

What qualifications do I need?

  • Must be a US Citizen with the ability to pass a Department of Homeland Security Background Investigation

  • Bachelor's degree with 2 years' experience in specialty or 10 years equivalent experience in related field

  • Proficiency in MS Office (Teams, Outlook, Excel, Word and PowerPoint)

  • Proficiency in Adobe Acrobat

  • Strong understanding of Accounting terminology in regard to Generally Accepted Accounting Principles (GAAP)

  • A good client-centric manner, with responsiveness and the ability to quickly pivot from situation to situation; system to system.

  • Intra-governmental Transactions (IGTs)

  • IAA Funding Documents, e.g., FS 7600B, MIPR/DD-448

  • Federal Appropriations Law (especially federal reimbursement)

  • Minimum Accounting Data Elements (MADE), e.g., ALC, BPN, UEI, DoDAAC, TAS, BETC, OCC

  • US Treasury Department G-Invoicing System

  • US Treasury Department Shared Accounting Module (SAM)

  • FS Treasury Department Intra-governmental Payment and Collection (IPAC)

  • USCG Financial Systems Modernization Solution (FSMS)

  • IAA/IGT Full Life Cycle Management, to include reconciliation and close-out

  • Training in-person or online for individuals or groups for headquarters programs’ military and civilian personnel.

Compensation

$84,765.02 - $136,895.75

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante’s total compensation package for employees.
