Overseas Private Investment Corporation PORTFOLIO MONITORING SPECIALIST in Washington, District Of Columbia

Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Financial and Portfolio Management. As a Portfolio Monitoring Specialist, you will be responsible for assisting senior level specialists with disbursements, monitoring and reporting on finance projects throughout the life of the project, monitoring and reporting on insurance programs, and monitoring compliance reports. Responsibilities NOTE: The closing date of this vacancy announcement has been extended through July 2, 2024. As a Portfolio Monitoring Specialist, you will assist the Managing Director (MD) and Senior Monitoring Officers in managing a portfolio of complex corporate and project finance emerging market loans for the Development Finance Corporation (DFC). Specifically, you will: 1. Analyze risk profile and critical issues of portfolio and assist in underwriting credit action requests. 2. Create, update, or analyze complex financial models for projects, monitor financial covenants and project completion requirements for project finance emerging market loans. 3. Assist in the development and implementation of credit actions designed to minimize loss in adversely risk-rated credits or preserve DFC's position in emerging market project finance loans with regard to satisfactory credits. 4. Analyze project's financial positions in order to recommend risk ratings and determine opportunities for new financing within existing portfolio. 5. Assist in managing relationships with senior project managers, consultants, sponsors, guarantors, creditors, and other parties associated with emerging market project finance loans. 6. Participate in periodic site visits to examine interim development of projects and assess progress; make inquiries into all aspects of operations to evaluate potential impacts on the creditworthiness of projects and companies. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience that is equivalent in difficulty and complexity to the GS-9 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience: 1) Experience working with a team on loans or investments under supervision of a senior specialist, while working at a financial institution or non-bank financial institution; 2) Experience conducting in two of the following three areas: -financial analysis, -financial modeling of financial projections, OR -detailed credit analysis; and 3) Experience reviewing/analyzing financial statements for commercial loans or projects. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. A qualifying combination of education and experience as listed above. Applicants with a Master's degree in Finance, MBA with focus on Finance, and Certified Financial Analysts are preferred.
