Administrative Office of the U.S. Courts Program Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Program Services (DPS), Judiciary Data and Analysis Office (JDAO), SharePoint Online Branch. The JDAO is responsible for developing an overall strategy for judiciary data, ensuring compliance with data governance across all judiciary data, and providing analysis and reporting to meet statutory requirements. Responsibilities This position will report to Branch Chief, Operations Management in the Judiciary Data and Analysis Office (JDAO). The JDAO is seeking a self-motivated, professional to serve as a SharePoint Online Business Analyst for the SharePoint Online team. The SharePoint Online team works at the intersection of business and technology to manage expectations, provide technical support to business users, facilitate process improvement, and promote operational efficiency. This fast-paced position will support the implementation and adoption of SharePoint Online within the federal judiciary. The candidate should have intermediate to expert knowledge of SharePoint and experience assisting new and experienced users build SharePoint sites and implement SharePoint solutions. The candidate must have excellent communication skills and be comfortable working with stakeholders at different levels (i.e., judges, clerks of court, executives, operational and technical staff, etc.). The duties of this position include, but are not limited to: Identifying, developing, and documenting business requirements to solve process productivity issues and drive efficiencies using SharePoint Online and related O365 technologies. Using information gathered during working sessions with users to develop clear business requirements to be used for the design and implementation of solutions based primarily on out-of-the-box SharePoint Online features. Developing custom solutions, integrations, and features for SharePoint Online using a variety of technologies like SharePoint Framework, JavaScript, PowerApps, and .NET Core among others while adhering to best practices. Responding to questions from the user community about SharePoint Online in the judiciary with consistent and clear information. This may involve deployment processes specific to the judiciary or general SharePoint features/capabilities. Assisting in the management of SharePoint Online deployment in the judiciary by monitoring the onboarding status of individual units and encouraging the completion of onboarding activities. Promoting SharePoint Online through training and oral and written communication to increase user adoption and facilitate stakeholder involvement that includes information about SharePoint Online updates, limitations, and judiciary use cases. Assisting in developing material and identifying new and engaging ways to communicate and train the user communities about the features of SharePoint Online and O365. Serving as a liaison between business and technology teams to ensure both groups understand the business goals, scope, and impact of technical solutions created in SharePoint Online, and design business solutions to meet the identified goals. Assisting with the on-going configuration and maintenance of the SharePoint Online Center of Excellence site and SharePoint online sites used by the JDAO Portal. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in gathering clear business requirements and developing SharePoint-based solutions; assisting in developing material and identifying engaging ways to communicate and train users about the features of SharePoint Online; and applying knowledge and SharePoint expertise to maximize efficiency, usability, and compliance of business processes.
