Treasury, Departmental Offices Supervisory Financial Analyst in Washington, District Of Columbia

Summary This position serves as a Deputy Director in the Office of Global Transactions within Treasury's Office of Investment Security. This new office will house the Outbound Investment Security Program. The Deputy Director will assist the Director in leading the office's efforts focusing on national security risks from global transactions, particularly those related to sensitive technologies and products crucial for military, intelligence, surveillance, or cyber capabilities of countries of concern. Created as a result of the 2023 Executive Order on Addressing United States Investments in Certain National Security Technologies and Products in Countries of Concern, the Office of Global Transactions will present an opportunity to work on cutting-edge policy, legal, and operational issues at the nexus of national security, emerging technologies, and international economics and finance. The following are the duties of this position at the GS-15 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Offer expert recommendations and guidance to the Director, Deputy Assistant Secretary, and Assistant Secretary on issues related to outbound investment screening. Represent the Office in senior-level discussions and negotiations, ensuring alignment with broader policy goals. Support the Director in managing the Outbound Investment Office's managerial, supervisory, and administrative functions, including supervising work, evaluating employee performance, recommending promotions and disciplinary actions, career development, and recruitment. Coordinate with other offices in the Office of Investment Security on engagement with domestic and international stakeholders, including Congress, the White House, industry, foreign allies and partners, other executive branch departments and agencies, and the general public. Supervise efforts to identify prohibited and non-notified outbound investments, including by leveraging open-source, law enforcement, and intelligence information, and support enforcement actions, where appropriate. Perform other duties related to investment security as directed by the Deputy Assistant Secretary. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A one-year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. SPECIALIZED EXPERIENCE GS-15: Specialized experience for the GS-15 is one year (52) weeks of experience at the GS-14 level or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience: - Planning and conducting financial research and analysis used by senior officials/executives to help develop policies or strategies regarding international investment issues; AND - Developing recommendations for senior officials/executives regarding the various legal, financial, national security or policy implications of particular financial transactions.; AND - Developing policy/strategy legal recommendations for senior officials/executives regarding corporate merger and acquisition or other corporate transactional and governance documents. SPECIALIZED EXPERIENCE GS-14: Specialized experience for the GS-14 is one year (52) weeks of experience at the GS-13 level or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience: -Planning and conducting financial research and analysis used by senior officials/executives to help develop policies or strategies regarding international investment issues; AND -Developing recommendations for senior officials/executives regarding the various legal, financial, national security or policy implications of particular financial transactions. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
