Naval Sea Systems Command FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the CVN PROGRAM OFFICE (PMS 378) of PROGRAM EXECUTIVE OFFICE CARRIERS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will be responsible for project-level management required to execute established project priorities and milestones in accordance with fiscal policies and procedures. You will manage the acquisition of project requirements and engage peers and other competencies in cost, schedule, and technical for new construction and in-service. You will manage financial and business operations, from implementation and daily execution of oversight controls to reviewing, evaluating, and measuring of assigned projects/programs. You will ensure funds are available and properly/efficiently used to support program objectives. You will prepare and submit documentation to reconcile problem disbursements and other related issues. You will provide comments and recommendations concerning cost and benefits for implementing required policies to achieve effective and efficient use of funds. You will translate technical requirements into appropriate funding vehicles and procurement requirements. You will work with Contracting Officers and Contracting Officers Representatives to ensure funding requirements are properly executed in accordance with fiscal policies and procedures. You will lead the development, organization, analysis, execution and monitoring of planned requirements at the project level. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector analyzing financial or budgetary data to make recommendations on the allocation of funds in accordance with policies and procedures for acquisition programs.
