Responsibilities You will provide recommendations, advice, and options to human capital strategies, goals, and measures of effectiveness. You will initiate, plan, conduct, and/or participate in efforts to improve the employee experience across the employee lifecycle, to include attracting, onboarding, engaging, developing, performing and exiting. You will provide advice to develop or improve visual and written communications across HR programs and services. You will assist in planning, designing, developing, implementing, evaluating, and maintaining training courses. You will serve as a program manager for assigned programs within labor and employee relations to include, but not limited to, performance management, awards, leave administration, workers' compensation, and drug-free workplace program. You will utilize personnel data systems in order to coordinate the final processing of personnel actions. You will serve as an advisor to hiring managers regarding staffing and classification guidelines/regulations. You will measure and report on the effectiveness of programs/projects/initiatives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 grade level or NH-01 pay band in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and/or recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. Education Education may be substituted for general experience as follows: Successful completion of a full four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 to GS-11. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This is a developmental position intended to last 18-24 months. Upon successful completion of the developmental program, you will be placed in a permanent position with a full performance level of NH-3 (GS-12/13 equivalent). This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
