Naval Facilities Engineering Command MANAGEMENT AND PROGRAM ANALYST (ACQUISITION DIRECTOR) in Washington Navy Yard, District Of Columbia

Summary You will serve as a Management and Program Analyst in the Joint Petroleum Over the Shore (JPOTS) Program Management Office, Expeditionary Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. The organizational title for this position is Acquisition Director. Responsibilities You will serve as an expert business advisor to management in the areas of day-to-day management, planning, leadership and oversight of procurement, acquisitions, contract management, program analysis, property management and audit admin. You will assemble and analyze data and apply analytical methods to identify trends, solve problems, optimize performance and prepare reports of findings related to oversight and administration of the JPOTS Program. You will be responsible for all phases of R and D contract management from cradle to grave which starts at the earliest identification of a need and shall focus on data, process improvement and systems automation to effectively advise stakeholders. You will track expenditures and review documents (delivery orders, invoices, expense reports) in order to manage the financial aspects of contracting responsibilities. You will analyze processes, identifying inefficiencies and recommending and facilitating changes to optimize operations and resources. You will be responsible for the property management efforts associated with the design, production and fielding of assigned JPOTS Program systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying knowledge of the Joint Capabilities Integration and Development System (JCIDS) and the Planning Programming, Budgeting, and Execution (PPBE) processes within the employing entity and/or between the organization and programs of other DOD, Federal, State and local governments, private industry, academia and large public organizations; 2) Providing subject matter expertise to decision-makers in the areas of Federal Acquisition Regulations (FAR) and statutes, principles of contract law and contract formation, acquisition and funding strategies, appropriated funds procedures, appropriations law, government contract administration, COR responsibilities, FAR, Defense Federal Acquisition Regulation Supplement (DFARS), market research and source selection procedures; 3) Leading, directing and influencing customers, stakeholders and agency executives by managing a complex, multi-organizational procurement program; 4) Employing a wide range of program management concepts, principles, practices, standards, methods, techniques, materials and equipment to effectively apply intermediate program management theories, principles, and concepts to project development, execution, and advisory services; 5) Optimizing the capabilities of computer systems and how they may be effectively employed to assist required analytical efforts; and 6) Applying a broad knowledge of advanced acquisition and sustainment experience within an Acquisition Categories (ACATs) I/II/III program office or AAP, or Business System Category I, Program Executive Office (PEO), or service, Component, Headquarters equivalent level.
