Mine Safety and Health Administration Administrative Officer in Wise, Virginia

Summary This position is located within Mine Safety and Health Administration, Enforcement Division, Norton District in Wise, VA. The incumbent serves as the principal advisor to the District Manager on all administrative and management functions and programs that are often of sensitive and confidential nature. This position is outside the bargaining unit. Responsibilities The responsibilities described are for the full performance level. As developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Represents the District Manager on committees to study administrative and management functions affecting the program area and MSHA. Participants in management planning, policymaking and decision-making meetings regarding the budget, manpower, program goals, personnel workload, methods and procedures, procurement and administrative operations. Administers activities relating to Management Services. Serves as a Point of Contact (POC) for open market acquisitions and purchases from GSA supply schedule contracts up to delegated authority. For acquisition and purchases exceeding warranted authority, prepares justifications and documentation to the fullest extent possible and processes through appropriate channels. Oversees a complex and wide range of purchasing and contracting transactions for space, equipment, forms, supplies and materials, and a variety of services. Advises the District Manager in all matters pertaining to the administrative functioning of the District. Manages and coordinates the administrative work and general business of the District under established programs to assure efficiency, accuracy and best performance. Oversees the records and property management function. Ensures the proper maintenance, utilization, and disposition of district records. Serves as liaison official with the Federal Records Center. Oversees the procedural aspects of property accountability, motor vehicle records, usage and servicing contracts. Supervises a small staff of administrative support employees. Is responsible for staff selection, performance evaluation, promotion, discipline and training and for assignment and review of work. Responsible for ensuring equal opportunity. Actively supports the Equal Opportunity Program in day-to-day activities. Responsible for on-the-job safety and health of employees under his/her supervision. Provides and interprets information for employees on insurance, leave, health maintenance and benefits, retirement and incentive awards. Serves as the principal advisor to the District Manager and other senior district officials in all administrative matters pertaining to financial management functions in the district. Serves as the District's liaison on financial matters between the District and Headquarters. Provides authoritative advice and administers the activities relating to financial management. Assists with the planning, development, and revision of the district's budget planning process, as well as the internal review of its fiscal accounts. Prepare justifications to support planned programs. Assures the District budget input conforms to existing GAO, OMB, Departmental, legislative requirements and with MSHA and program areas budgetary policies, priorities, and guidelines. Maintains financial records and monitors, analyzes and reports on fiscal spending and current and projected costs to District and Headquarters' management officials. Reviews budget documents for trends in obligations and expenditures, and to financial resource problems and potential conflicts with existing procedures, such as the reprogramming of funds or recommending changes in manpower staffing plans. Monitors and analyzes actual obligations on a monthly basis, negotiating or justifying modifications to budget requests, as necessary. Administers and directs the activities relating to personnel management functions. Advises and assists management officials on such matters as internal and external reviews, future staffing needs, recruitment and replacement methods, and Federal personnel policies and procedures. Serves as the District's primary liaison with headquarters; management officials, human resources staff, and with the regional personnel offices. Stays abreast on the status of personnel actions and activities from inception to completion and monitors these activities to assure compliance with DOL/MSHA regulations, such as position ceiling, average grade, management approvals, etc. Conducts special and recurring analytic and evaluative studies of various aspects of the district's programs/activities, coordinating with managers and other MSHA personnel as necessary. The analyst gathers and analyzes information, summarizes and presents results to the District Manager and other senior district officials; identifies actual or potential problem areas and significant program accomplishments, and makes recommendations for improvements to the District Manager. Identifies the need for and conducts, or participates in studies or analyses of administrative and management functions and programs that affect the overall district operations or the Agency. Performs other duties as assigned. For the GS-09 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07, in the Federal Service. Specialized experience is defined as administering and ensuring the accountability of at least three (3) of the following administrative and management functions: Staffing; Financial management; Training; Property management; Records management; Procurement; Performance management; and/or Employee safety and health. Education: Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D. if related. Related degrees may include Business, Business Management, Business Administration, Public Administration & Law, or Human Resources. OR Combination of Education and Experience: A combination of graduate education and specialized experience as describe above that equates to one year of experience. (Note: You MUST attach a copy of your transcripts or you will be deemed ineligible.) For the GS-11 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized experience is defined as administering and ensuring the accountability of at least five (5) of the following administrative and management functions: Staffing; Financial management; Training; Property management; Records management; Procurement; Performance management; and/or Employee safety and health. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. degree, or LL.M., if related. Related degrees may include Business, Business Management, Business Administration, Public Administration & Law, or Human Resources. OR Combination of Education and Experience: A combination of graduate education and specialized experience as describe above that equates to one year of experience.
